2. Overview

TxDOT has built an application that will allow the public to purchase crash reports online 24 hours per day, 7 days per week and 365 days per year. Users are prompted for criteria to assist in narrowing the search to one record. Once the report is purchased, additional copies can be made at no charge and a download feature is available for 10 days from date of purchase. The public will be charged a minimal Texas.gov fee for Certified and Uncertified Crash Records. There will be no fee charged for Certified Letters of No Crash Record.

You will see a link at the bottom of most screens that will allow you to initiate an online chat session with a support technician, if one is available. If a support technician is not available for online chat, the link will allow you to send an email to a support technician. The link will change dynamically as technicians become available or become busy, so that you will know what to expect when you click the link.

This service supports two current versions for the following browsers:

3. Search For Crash Reports

The Crash Report Online Purchase System requires that a single crash report be returned from a search before adding it to the cart. Multiple crash reports can be purchased via a single transaction, but must be added to the cart one by one before checking out. Follow the steps below to begin the search process.

3.1. Search
  1. Enter URL https://cris.txdot.gov/public/Purchase.
  2. Receive the C.R.I.S. (Crash Records Information System) - Crash Report Online Purchase System screen.

  1. Select the "I want to search for and purchase Texas Peace Officer's Crash Reports (CR-3)" option.
  2. Receive the Crash Report Online Purchase System disclaimer screen. You must read and agree to the disclaimer to continue. To agree, select the box next to "I agree to the terms and conditions" and click the Continue button.

  1. Receive the Crash Report Search screen.

  1. The report must match all the information you input as part of your search criteria. Entering criteria in each of the fields may eliminate a possible match if the value in the field is not entered exactly as the investigator reported. The only exceptions to this would be if you chose the Sounds Like or Contains options for a field.
  2. Begin your search by entering data in a minimum of one field on the screen.
  3. Enter the security caption text provided by CAPTCHA and select the Search button. If the text is entered incorrectly, you will not be allowed to search until you enter the text correctly. If the CAPTCHA characters are hard to read, you may get a different set of characters by clicking the top box in the set of three boxes to the right of the CAPTCHA window.
  4. To clear the search criteria and begin a new search, select the Reset button.
  5. Helpful Hints for initial search criteria fields:
    1. Person Involved In Crash - First and Last Name fields:
      1. The name entered must be that of a person involved in the crash. The person could be a driver, passenger, owner or lessee of an involved vehicle, pedestrian, pedalcyclist, or property owner. The name should be entered as displayed on the driver license or as provided to the investigating officer.
      2. The Exact option may be used when you are absolutely sure of how the name was reported for one of the persons involved in the crash.
      3. The Sounds Like option may be used in instances where you are unsure of the exact spelling of a person's name. For example, you search for Steven Carter and the officer reported the name as Stephen Carter.
      4. The Contains option may be used in instances where a person's name has been abbreviated. For example, the person's name is Stan Smith and the officer reported the name as Stanley Smith.
      5. Try using the Contains or Sounds Like match types to increase the chance of a possible match.
      6. Do not enter name suffixes, for example JR or SR.
    2. Crash Date
      1. Use the exact date the crash occurred.
      2. Crash reports are only retained for a period of 5 years plus the current year. Attempting to search outside of this time frame will result in an error.
      3. If you are unsure of this information, leave it blank. Entering incorrect data in this field will cause crash reports to be eliminated as a possible match.
    3. County and/or City
      1. The valid choices are provided in a drop down list. If the city or county you are looking for is not available, leave it blank.
      2. Try using either County or City; including both values may eliminate a possible match.
      3. If you are unsure of this information, leave it blank. Entering incorrect data in this field will cause crash reports to be eliminated as a possible match.
* You must provide either Crash Date or County/City. Both cannot be left blank.
3.2. Search Returns No Results

If the criteria entered returns no result, you will receive the Crash Reports Results screen. You will be able to review the criteria you entered.

  1. If the search criteria provided is incorrect or you need to modify it, you may select the Modify Search link or the Return to Search button to return to the Crash Report Search screen to reenter search criteria fields.
  2. If you have exhausted all possible ways to search, you may opt to obtain a certified letter indicating no Crash Report exists matching your criteria. Select Click here to purchase a certified letter indicating no Crash Report exists in CRIS matching this search. There is no fee for the letter. The letter is available for a minimum of 10 days.
3.3. Search Returns a Single Result

If the criteria entered returns a single result, you will receive the Crash Reports Results screen. You will be able to review the criteria you entered.

  1. If the search criteria provided is incorrect or you need to modify it, you may select the Modify Search link or the Return to Search button to return to the Crash Report Search screen to reenter search criteria fields.
3.4. Search Returns Multiple Results

If the criteria entered returns multiple results, you will remain on the Crash Report Search screen. You will be able to review the criteria you entered.

  1. If the search criteria provided is incorrect or you need to modify, you may modify it.
  2. You will be provided additional fields to help narrow your results to a single crash report. Entering criteria in each of the fields may eliminate a possible match if the value in the field is not entered exactly as the investigator reported.
  3. Select the Search button.
  4. To clear the search criteria and begin a new search, select the Reset button.
  5. Helpful Hints for additional search criteria fields: Entering incorrect data in any of the fields will cause crash reports to be eliminated as a possible match.
    1. Vehicle License Plate Number
      1. The license plate number must be that of one of the units involved in the crash.
      2. The Exact option may be used when you are absolutely sure of the entire license plate of one of the units involved in the crash.
      3. The Sounds Like option may be used when providing a license plate number that you are unsure of as a whole and may only know a few of the characters. This also works for personalized license plates. The system will attempt to find matches that are phonetically the same.
      4. The Contains option may also be used when providing a partial plate number to increase the probability of finding the desired report when you are unsure of the license plate as a whole and may only know a few of the characters. This will limit the results to only reports containing the input characters as part of the license plate for one of the involved units.
      5. Vehicle License Plate data is not available for crashes occurring prior to 1/1/2010. Do not enter criteria in this field if your crash occurred prior to 2010.
    2. Investigating Agency
      1. Select the corresponding investigating agency from the drop down list.
      2. Investigating Agency data is not available for crashes occurring prior to 1/1/2010. Do not select an option if your crash occurred prior to 2010.
    3. Investigator Name
      1. The name entered must be that of the officer who is listed on the crash report as having investigated the crash.
      2. The Exact option may be used when you are absolutely sure of how the name was reported for the investigating officer.
      3. The Sounds Like option may be helpful in instances where you are unsure of the exact spelling of a person's name. For example, you search for Steven Carter and the officer reported the name as Stephen Carter.
      4. The Contains match type option may be helpful in instances where a person's name has been abbreviated. For example, the person's name is Stan Smith and the officer reported the name as Stanley Smith.
      5. Try using the Contains or Sounds Like match types to increase the chance of a possible match.
      6. Do not enter name suffixes, for example JR or SR.
    4. Date of Birth of Driver
      1. The date input must be the exact date of birth for a primary person. Primary persons consist of the first listed occupant of the vehicle (most commonly the driver), pedestrians, and pedalcyclists only.
    5. License Number of Driver
      1. The license number must be the exact license number for one of the drivers involved in the crash.
    6. Crash Case ID
      1. The case id must be the exact case id found in the crash report.
    7. Crash ID
      1. The crash id must be the exact crash id found in the crash report.
    8. Crash Location - Street Information
      1. Drop down lists have been provided for Prefix and Suffix. If you opt to input this information, select from the listed options.
      2. When searching for Street Information, leaving Prefix and/or Suffix out of the search can increase the chance of a possible match.
      3. The street name is a free form field into which you may type. It is important to enter the street name as it was entered on the crash report.
    9. Crash Location - Roadway Information
      1. Try leaving the Roadway System out of the search to increase the chance of a possible match.
      2. The Highway Number field cannot consist of more than 5 characters. Only the last character may be an alpha character, while the preceding characters must be numeric.

3.5. Select Crash Report Type

When the search criteria entered returns a single result you will receive the Crash Reports Results screen. You will be able to review the criteria you entered.

  1. You will be provided the options to purchase a certified report or uncertified report. You may select only one option.

    1. Certified Report ($8.00) - Report includes documentation that the crash report provided is a true and correct copy of the peace officer's report filed with the Department. This document reflects the signature of the custodian of motor vehicle crash records as well as the official Texas Department of Transportation seal. Certified reports are usually required for legal proceedings, employment verification, etc.
    2. Uncertified Report ($6.00) - Report that is not certified
  1. If you select the Add Certified Report to Cart ($8.00) or Add Uncertified Report to Cart ($6.00) button, you will be directed to the Cart screen.
  2. If you select the Return to Search button, you will be returned to the Crash Report Search screen to reenter search criteria fields.
3.6. Certification

Once an option to add a certified or uncertified report to cart is selected, you will be directed to the Certification screen.
Note 1: If purchasing a certified letter indicating no Crash Report exists, you will not have to complete the certification page. You will be directed to the Cart screen.
Note 2: You will be required to complete a Certification page for each report purchased.

  1. Enter the fields listed.
    1. First Name – this field is required and allows up to 40 characters.
    2. Last Name – this field is required and allows up to 40 characters.
    3. Email Address – this field is optional.
    4. Organization (if applicable) – this field is optional unless any of the following certification options listed below are selected (Allows up to 254 characters.)
      • An insurance company that issued an insurance policy covering a vehicle involved in the accident
      • An insurance company that issued a policy covering any person involved in the accident
      • A person under contract to provide claims or underwriting information to a person who has established financial responsibility for a vehicle involved in the accident in a manner described by TTC Section 601.051 , including a policyholder of a motor vehicle liability insurance policy covering the vehicle
      • A person under contract to provide claims or underwriting information to an insurance company that issued an insurance policy covering a vehicle involved in the accident
      • A person under contract to provide claims or underwriting information to an insurance company that issued a policy covering any person involved in the accident
      • A radio or television station that holds a license issued by the Federal Communications Commission
      • A newspaper that is: i. A free newspaper of general circulation or qualified under Section 2051.044, Government Code, to publish legal notices; ii. Published at least once a week; and iii. Available and of interest to the general public in connection with the dissemination of news
    5. A minimum of one of the following certification options must be selected:
      (Note: if you do not meet any of the criteria listed below, you must contact TxDOT for a redacted copy of the crash report.- For contact information, please see section 6 of this document.)
      • Any person involved in the accident
      • The authorized representative of any person involved in the accident
      • A driver involved in the accident
      • An employer, parent or legal guardian of a driver involved in the accident
      • The owner of a vehicle or property damaged in the accident
      • A person who has established financial responsibility for a vehicle involved in the accident in a manner described by TTC Section 601.051, including a policyholder of a motor vehicle liability insurance policy covering the vehicle
      • An insurance company that issued an insurance policy covering a vehicle involved in the accident
      • An insurance company that issued a policy covering any person involved in the accident
      • A person under contract to provide claims or underwriting information to a person who has established financial responsibility for a vehicle involved in the accident in a manner described by TTC Section 601.051 , including a policyholder of a motor vehicle liability insurance policy covering the vehicle
      • A person under contract to provide claims or underwriting information to an insurance company that issued an insurance policy covering a vehicle involved in the accident
      • A radio or television station that holds a license issued by the Federal Communications Commission
      • A newspaper that is: i. A free newspaper of general circulation or qualified under Section 2051.044, Government Code, to publish legal notices; ii. Published at least once a week; and iii. Available and of interest to the general public in connection with the dissemination of news
      • Any person who may sue because of death resulting from the accident
3.7. Cart

Once the Certification page is completed, or you have purchased a certified letter indicating no Crash Report exists, you will be directed to the Cart screen.

  1. In the Cart you may change the type of request ordered from Uncertified to Certified or Certified to Uncertified by selecting the Change link. The price will adjust when Change is selected.
  2. In the Cart you may remove a crash or a Certified Letter of No Crash Record by selecting the Remove From Cart link. If you only have one item in the cart, the cart will be emptied once the link is selected and the option to Start a New Search will be provided. If multiple items are in the cart and the option to remove one is selected, then you will remain in the Cart and the remaining items will be displayed.
  3. Select the Start a New Search button if you need to purchase multiple crash types or a different crash report.
  4. Select the Checkout button when ready to continue with Purchase.
4. Checkout - Payment Process

The Texas.gov payment screen will be provided. Follow the steps below to complete the payment process.

4.1. Payment Type

This section describes the type of payment accepted for Crash Report Online Purchase System. TxDOT only accepts Credit Card payment type.

4.2. Customer Information

This section allows you to enter your contact information.

  1. The listed fields with asterisks (*) are required to continue with Purchase.
  2. Email - Ensure that the entry of your email address is correct before continuing. This email address will be used to send the information regarding the purchase and will include the option to download your crash report.
  3. Select the Cancel button to discontinue the purchase process. This will return you to the Cart screen.
  4. Select the Next button to complete the Payment Info.
4.3. Payment Info

This tab includes the Payment Type. It allows you to view the information entered on the Customer Info tab and provides the ability to edit the information.

This section allows you to enter your payment information.

  2. The following are the acceptable credit card types:
    1. Visa
    2. MasterCard
    3. Discover
    4. American Express
  3. Select the Cancel button to discontinue the purchase process. This will return you to the Cart screen.
  4. Select the Next button to continue with Purchase process.
4.4. Submit Payment - Verification

This section requires you to complete the text provided ensuring security of the purchase.

  1. Select the Cancel button to discontinue the purchase process. This will return you to the Cart screen.
  2. Select the Submit Payment button to complete the Payment process. Once this is selected the purchase is completed. There is no option to Cancel purchase.
4.5. Payment Receipt Confirmation

You will receive the Payment Receipt Confirmation page. The Payment Receipt Confirmation will also be sent to the email address provided in the Customer Info section.

  1. Select the Continue button to receive the Download Reports screen.

5. Download Crash Reports or Certified Letter of No Crash Record

This section describes the options to download a crash report or a Certified Letter of No Crash Record Found. Follow the steps below to complete the download process. You will be able to save or print the crash report or letter multiple times if needed. The access for downloading the crash report or letter will be available for 10 days.

5.1. Download Immediately

Click the Download link to download the item immediately.

5.1.1. Crash Report
  1. After selecting the Continue button within the Payment Receipt Confirmation page you will be immediately directed to the Download Reports screen.
  2. To view and print the crash report, select the Download link. If you have multiple items in your cart you will have the option to download each individual crash or the option to Download All.
  3. The crash will be provided in PDF format. Print the PDF crash report.

5.1.2. Certified Letter of No Crash Record
  1. After selecting Checkout button you will receive the Download Reports screen.
  2. To view and print the letter, select the Download link.
  3. The letter will be provided in PDF format. Print the PDF letter.
5.2. Return to Crash Report Online Purchase System
  1. Enter URL https://cris.txdot.gov/public/Purchase.
  2. Receive the C.R.I.S.(Crash Records Information System) - Crash Report Online Purchase System screen.

  1. Select the "I want to download reports that I have purchased previously" option.
  2. Receive the Invoice Search screen.

  1. Enter the Local Reference ID provided in the Payment Receipt Confirmation email.
  2. Enter the security caption text provided by CAPTCHA and select the Search button.
    If the text is entered incorrectly, you will not be allowed to search until you enter the text correctly.
  3. Select the Search button.
  4. Receive the Download Reports screen. See section 5.1.
5.3. Access via link on Payment Receipt Confirmation Email

  1. Within the Payment Receipt Confirmation email, select the Contact URL to be directed to Crash Report Online Purchase System.
  2. Receive the Invoice Search screen.
  3. Enter the Local Reference ID provided in the Payment Receipt Confirmation email.
  4. Enter the security caption text provided by CAPTCHA and select the Search button.
    If the text is entered incorrectly, you will not be allowed to search until you enter the text correctly.
  5. Select the Search button.
  6. Receive the Download Reports screen. See section 5.1.
